It's this dependence on an all-too-often complex tobacco market that's one of the driving forces behind government's agricultural diversification strategy. Cotton, tea and Sugar have been highlighted as key areas of development. Africa's biggest sugar producer, Illovo, has been in Malawi for some 12 years and generates 45% of the groups operating profit from here. It is also the country's biggest tax payer.
